UEFA has conducted the qualifying-round draw for the 2021 Men's Under-21 European Championships as teams already begin to dream of reaching the tournament finals which will be jointly hosted by Hungary and Slovenia.

Neither of the hosts need to participate in the qualifing stage, which will begin on 21st March 2019 and end in October 2020 and will see the nine group winners and the best second-placed nation progress to the main tournament.
Interestingly, a new rule will be tested at this tournament, that of five substitutions per peam per match being allowed but only 20 players per tournament squad permitted.
